Prissy young man holds his dachshund up out of the crowd of other dogs, including one wearing a red-white-and-blue bowtie; presumably "The Pacifist" doesn't want his nicey little dog associating with those tough war-mongering dogs. A very strange cover. America was already in World War I, but perhaps some people felt the need to discuss the matter.
